Yes, we do have a front mount hitch that will fit your 2013 GMC Sierra 3500. It is the Curt Front Mount Trailer Hitch item # C31023.
This front mount hitch has a vertical load limit of 500 lbs which will be more than sufficient to handle two fat tire e-bikes. It also has a 2" receiver so you will not have to worry about capacity.

For a bike rack that will carry two fat tire e-bikes, I recommend the Swagman E-Spec Bike Rack for 2 Electric Bikes item # S94FR with the Fat Tire Adapter item # S64679. This bike rack has an 70 lbs per bike capacity and fits tires up to 5" wide with the adapter.
