The Replacement Offset Coupler # AM3140 does not have an integrated lock, but you can always add components to help lock it.
The EX Trailer Wheel Lock # BLEZ-302 will fit 15 inch to 20 inch wheels or # BLEZ-300 is used for smaller wheels between 13 inch to 15 inch wheels.
