I took a look at your Thule Tracker II tower, and turns out Thule actually phased out the entire system including the feet, towers, and fit kit.
I know it's not ideal, but the best option is to replace your entire system with your new system. I recommend taking a look at the Rhino-Rack Roof Rack for Factory Tracks # Y02-480B-NT for a 54" bar setup, or the Rhino-Rack Roof Rack for Factory Tracks # Y02-490B-NT for a 59" long bar setup.
Both of these bars will fit into the top channel that your Tracker II towers and includes a top c-channel for roof mounted accessories.
