For an all-in-one system we have the SeaSucker Surfboard Carrier # 298-BX1806. This uses powerful vacuum cups (rated for 210 lbs pull strength per cup) to secure to your roof and it comes with pads and tie-downs to easily secure your paddle board. The nice thing about this system is you can take it off and store it in the back of your 2015 Mitsubishi Outlander Sport when you aren't using it.

If you'd rather have a more traditional roof rack that remains secured to your roof then I recommend using the Rhino-Rack Vortex system because it uses aero-style crossbars for a sleek look and reduced wind noise and drag compared to round and square bar alternatives. This system mounts using the points you've taken pictures of. I'm listing the parts you'll need for this below but in addition to the roof rack you can either use a simple pad system like the kit # RRRWP05 or you can use the nicer Lockrack Adjustable Stand-Up Paddle Board Carrier # LR84VR which has locking arms so you don't have to mess with tie-downs.
