It is possible there is a replacement key available for the lock cylinder in the knob on your Thule Spare Me 2 Bike Rack - Spare Tire Mount - Folding Dual Arms # TH963PRO. There should be a number identifying the lock cylinder on the face of the lock. For example, if N2862 is on the front of your lock you can use the Replacement Key for Thule Racks and Carriers - N2862 # THKEYN2862.
If you are unable to identify the lock, or there is not a replacement key available, the only option would be to drill out the existing lock cylinder. Once it has been removed you could replace it with the Thule One-Key System Lock Cylinders - Qty 2 # TH450200.
I have attached a link to all of our replacement keys for your reference.
