It sounds like you may not be receiving a brake signal to the brake controller from the brake switch on your 2000 Ford F-250. You will need a Test Light # PTW2993 to check the wiring for your Hopkins Brake Force controller that leads to the brake switch to see if there is power when you press on the brake pedal. If you have a Hopkins adapter is will be the red wire.
If you have power in the wiring than your brake controller is bad and will need replaced. I recommend upgrading to the Tekonsha Prodigy P3 # 90195 as it is a much simpler to use brake controller and with its built in diagnostics you will be able to more easily test other issues you may have in the future.
If you have no power then you may have a blown fuse, damaged wiring or a bad brake switch. You can check your fuse panels for any damaged fuses for the braking system as well as the wiring going to the switch that is located above the brake pedal. You may need to have it checked at a repair facility depending on your comfort level with working on vehicles and wiring.
