I can’t figure out which cook top cover I need. It appears to be 19 1/4 deep, and 21 1/2 wide. With stainless steel edges

I believe we have exactly what you're looking for!
The Replacement Stainless Steel Top with Glass Cover for Furrion 2-in-1 Range Oven # C-FSRE21SA-SS-003 measures 19-3/16" deep, and is 21-3/8". This cover does measure about an 8th of an inch larger than the measurements you took, but will still work just fine.
