Is there a good bike rack for 2 e bikes that doesnt step up after it comes out of the reciever? I want to put a rack on the front of my truck thats carring a cabover camper and need to keep it as low as possiple for driver site lines.

While all of our e-bike racks have a step/rise, there is one rack that sits lower than the rest. That is the Thule EasyFold XT # TH903202. From the center of the hitch pinhole to the lowest part of the platform, this rack measures 6" inches tall. I went ahead and attached a photo that shows this measurement highlighted.
The EasyFold XT not only comes with a 65 pound maximum per-bike weight capacity, it also comes with an integrated ramp that allows you to simply roll the bikes onto the platform. With the independently-adjusting cradles, you do not need to worry about purchasing a bike frame adapter bar if you have women's bikes, step-thru bikes, or children's bikes. If you happen to have fat tires between 3 and 4-11/16 inches wide, you need the additional straps # TH985101 for each bike.
It is important to note that the height of your bikes' handlebars and where the front hitch installs also contribute to the visibility with a front-mounted rack mounted in the front of your 1999 Ford F-350. If you need a front hitch, I recommend using the Curt 2" # C31014 because it installs lower than the other options. I went ahead and attached a video of this hitch installed on a 2002 F-250 to provide you with perspective.
