I am looking for a bike rack to carry two, heavy, fat e-bikes on top of my RAM 2500 truck bed with Tonneau cover closed. What do you suggest?

I do have an option for you but you won't be able to carry e-bikes on roof rack crossbars because they don't make bike carriers for this with the weight capacity needed. Therefore, you'll need to carry them on a trailer hitch with hitch mounted bike rack like the Swagman E-Spec Bike Rack for 2 Electric Bikes part # S94FR which has an 70 lb weight capacity and works with bikes with tires up to 5" wide when used with the Fat Tire Adapter part # S64679.
If you'll be towing then you can place the rack on the front of the vehicle with the EcoHitch Hidden Front Mount Trailer Hitch Receiver part # EH37FR.
