I have a 2003 bluebird bus with air brakes and want to know what I need to hook up a trailer brake controller without hooking into the air brakes themselves?

An electric trailer brake controller like the Tekonsha Prodigy P3 Trailer Brake Controller part # 90195 can be installed on a vehicle with air brakes no problem. The controller uses inertia so there is no need to splice into the air brakes, just the stop light switch circuit at the pedal. Most do however require a 12 volt electric system. If you have 24 volt then you'd need the Redarc Tow-Pro Elite Trailer Brake Controller part # RED44FR.
