Can a Anderson ultimate hitch attached to a goose Neck ball and sit on top of a plastic bed liner or rubber bed liner mat?

As long as the gooseneck version of the Andersen Ultimate Connection 5th Wheel Trailer Hitch System with Adapter # AM3200 is fully coupled to the gooseneck ball it can sit on your bed liner. You may just run into some issues trying to get it coupled depending on how thick the bed liner is.
