Question:

Can I install this hitch over the axel? I do not want it in front of the axel.

The B&W Turnoverball Underbed Gooseneck Trailer part # BWGNRK1313 which is a fit for a 2008 Dodge Ram 2500/3500 will position the hitch ball so that it is 45-1/2" back from the edge of the bed on short beds and 47-1/2" on long beds. This location is not adjustable and is designed for optimal towing.

i see the response, but isn't the best position of the ball to be over the Axel, any reason it cannot be installed so the ball is directly over the axle?

@MikeM Being directly over the axle is the best position for distributing the weight of the trailer. Being slight forward places more weight on the front axle and placing the weight behind will push more weight on the rear axle/suspension. The # BWGNRK1313 is designed to sit at a specific spot depending on bed length and not placing it where they have it listed could potentially have you run into fitment issues so I can only recommend following the instructions. B&W is a high quality manufacturer and wouldn't have the hitch sit in a bad position.
