There are a couple options to replace a Dexter part 023-340-00, which is a 7,000 lb hydraulic drum brake. One of the kits has a parking brake but are not free backing while the other is free back without a parking brake.

If you happen to need the parking brake lever as well for that part is the Breakaway and Parking Kit for Drum Brakes # T2385200. To install either kit you will also need the Mounting Bolts and Hardware for 12" Brake Assemblies # BRKH12.
