Yes, in order to operate the electric brakes on the Roadmaster tow dolly, # RM-2050-1, the towing vehicle will need to have a brake controller installed.
I recommend the Tekonsha P2, # 90885, because it is easy to use, easy to set up, and it is a reliable controller. If you can tell me the year, make, and model of the vehicle that will need the brake controller, along with what kind of trailer connector it has, I can tell you what else you will need to install a brake controller.
