Question:

Its obvious you can mount a 3/8 grab hook on a 5/16 chain but will a 3/8 grab hook GRAB a 5/16 chain safely?

Yes, the 3/8" Grab Hook # G7CG-38-YC will grab safely to a 5/16" chain. You see Binders like the Titan Chain Lever Type Load Binder # TCLB8 that have a 3/8" grab hook and safely work with 5/16" chains as well.

The important thing is to remember to not exceed the lowest weight rating of either the chain or the Grab Hook when using components of different thickness or grade.
