I have a solution for you. If you are trying to use your 1-1/4" Yakima Dr. Tray with on a 2-inch hitch receiver, the 2" Shank Adapter for Yakima Ridgeback or FullTilt Bike Rack 8890298 unfortunately will not fit. This is because this adapter is specifically made for Rideback and Fulltilt racks manufactured before November 2015. Also, I am sorry to say that Yakima does not carry a similar 2-inch adapter for the Dr. Tray.
With that being said, there is still a way to use the Dr. Tray on a 2-inch receiver receiver. For that route, I recommend the Curt Trailer Hitch Receiver Adapter - 2" (Class III) to 1-1/4" - 4" Long # C45770. With this adapter, it will provide a 1-1/4 inch opening on a 2 inch hitch. It is important to note that you reduce the overall weight capacity of your hitch by 50% by using a hitch adapter.
