Item # K23-478-479. I understand this item is for both left and right side. Is this for 1 axle or 2? In other words would I need to buy 2 for a 2 axle trailer?

The Dexter brake assembly set part # K23-478-479 comes with a left and a right assembly for a single axle. Since you have a tandem axle trailer you'd need to order a quantity of 2 of these.
