RM 2450 SHOCK KIT WORK .BECAUSE MINE U BOLTS FACE DOWN BOLTS FROM THE BOTTOM I HAVE 2.38 AXLES 2 TRAVEL TRAILER 28FT LONG CROSSROAD. THANKS FOR ANY HELP.

The Roadmaster # RM-2450 Comfort Ride Shock Absorbers for Tandem Axle Trailers is designed for 3500 lb axles. A 3500 lb axle would typically use a 2-3/8 inch diameter axle tube. I don't have any way to confirm which axles your travel trailer uses, but if it has a 2-3/8 inch diameter axle tube, and uses an L68149 inner/L44649 outer wheel bearing, you definitely have a 3500 lb axle.
From your description, it sounds like your leaf springs sit under your axle. Roadmaster confirms that the # RM-2450 kit would be compatible for that setup.
