Will this rack work with a folding bike unfolded with 46 inch wheel base, 20 inch bike tires that have fenders?

The Inno Tire Hold 2 Bike Platform Rack, # INH120 is compatible with bikes that have a wheelbase from 34" - 48".The wheel mounts can be adjusted in height to accommodate bikes with a wheel diameter of 20" - 29" and will work with some short fenders because it only grabs the very front and very rear of the tires/wheels.
If you have larger fenders you need a bike rack that grabs the bike by the frame, such as the Thule EasyFold XT, # TH903202.
