I am looking for a steel tear fender 12 inches wide, 72 inches length and 20 inches high.

The closest fender that we have to match your description is the Tandem Axle Teardrop Trailer Fenders for Enclosed Trailers # HP74VR which measures 72" long x 10-3/4" wide x 20-1/2" tall. This is the widest fender that we carry and it is compatible with 15" and 16" wheels so if that matches what you have then this should still work.
