If you decide to go that route, these brackets do require the Replacement Safety Pins for Curt Tow Bar with Adjustable-Width Arms # C19746-2. It is important to note the the universal bumper brackets are made specifically to be used with the Curt Tow Bar with Adjustable-Width Arms - Car Mount - 2" Ball # C19745.

However, if you are looking for an option that doesn't require drilling or extra fabrication, I recommend the Curt Custom Base Plate Kit - Removable Arms # C44ZR.
