I have a couple of options that will work for you. The safest way to carry two bikes on your 2014 Prius C, and my recommendation, is by hitch bike rack. This will require you to get a hitch receiver installed, but the rack will be bolted into your hitch receiver and not strapped to your vehicle.
The hitch receiver that I recommend is the EcoHitch Hidden Trailer Hitch Receiver - Custom Fit - 2", part # 306-X7194. It has a maximum tongue weight of 300 lbs and a maximum gross trailer weight of 2,000 lbs. Once this 2" hitch receiver has been installed I recommend the Thule Camber 2 Bike Rack - 1-1/4" and 2" Hitches - Tilting - Steel, part # TH9058. It is a 2" hitch bike rack with a tilt-away mast, so you can access the rear of your vehicle when you are not carrying bikes. It also has an anti-rattle hitch pin to eliminate movement between the hitch bike rack and the hitch receiver.
If you prefer a trunk rack and your 2014 Toyota Prius C does not have a spoiler, I recommend the Saris Bones EX 2 Bike Rack - Adjustable Arms - Trunk Mount, part # SAR83FR. I have used this bike rack on two separate occasions to carry bikes well over 1,000 miles. The Saris trunk racks are great.
