Question:
I see that they have an automatic shut off at 67 degrees. Is the outside if someone was to touch these also 67 degrees or would it be hotter?

The ThermaHeat RV Holding Tank or Step Heater Pad part # 277-000163 do get hot to the touch but not enough to burn you as they has a 67 degree cutoff. The outside of the pad should not exceed the shutout off temp although there are a few factors to this.
