There are 2 and 3 bike trunk mounted racks available for you 2013 Kia Soul. The Thule Passage 2 Bike Carrier # TH910XT that you referenced is actually a confirmed fit and would work for you.

If you are considering going the hitch bike rack route I would strongly recommend you do so. Hitch mounted racks do not make contact with painted surfaces of vehicles like trunk mounted racks do, are easier to install and uninstall, and once you have a hitch you have more options in the future for other hitch mounted accessories or towing a small trailer.

For a hitch I would recommend the Draw-Tite Trailer Hitch # 24839. Check out the install video and instructions I attached. Since this is a Class I hitch you would be limited to carrying 2 bikes.

For a 2 bike rack that should work well with the # 24839 and many Soul owners like check out the Thule Camber # TH9058, this rack has a tilting feature, anti-sway cradles and anti-rattle. Check out the review video I attached for this product also.

If you do need to carry 3 bikes your only option would be to go with a trunk mounted bike rack as long as you do not have a rear spoiler. For that I would recommend the Thule Gateway 3 Bike Rack # TH78VR.

If you plan on carrying any women's or alternative framed bikes without horizontal top tubes you may also be interested in purchasing a Thule Bike Adapter Bar # TH982XT to provide a horizontal top tube on your bikes to provide an attachment point. I attached a review video for this product also. This will allow the bikes to be carried more level and will provide more ground clearance.
