looking for a light duty trailer jack with wheel that can bolt to a ROUND tongue about 3 in diameter. Everything I see is to bolt to a rectangular tongue

We actually do have plenty of A-Frame jacks that have a rounded plate it uses to install on the trailer. It sounds like you're needing a manual jack so for your application I recommend the Trailer Valet JXC Trailer Jack # TV54FR which has a 2K weight capacity but it does come with a foot plate so if you swapped that out with a wheel like part # BD500245 that capacity would be lowered to 1,200 lbs.
The best thing about this jack is that it can be operated by hand or by a power drill using the included attachment. I have attached a review video for you to check out.
If instead you're talking about a pipe-mount trailer jack, then we do have a variety of options that I'm linking for you to filter through. The mounts for these can vary so I will need some photos of your current jack so I can make a specific recommendation if this is the case.
