I have a solution for your Stepside model 1999 Chevy Silverado 1500. Unfortunately, the only mats we carry are designed for non-stepside models of 1999 Chevy Silverado 1500. With that being said, you will be able to trim/cut these mats for a customized fit for your bed without wheel wells.. For this route, I recommend the Westin Custom Fit Truck Bed Mat - Rubber - Black # 50-6175 (for 6-1/2 foot beds) or the DeeZee Custom-Fit Truck Bed Mat # DZ86886 (for 8-foot beds). Both of these mats include ribbed surfaces to decrease the probability of cargo shifting during transport. If you wish to add a tailgate mat, the DeeZee Universal Truck Tailgate Mat - Rubber # DZ86700 is a great option that fits both bed lengths.
