Can i buy this and install it in my existing pace edwards tonneau that does not have a slot so i can put a bed rack on top while i use the cover too?

Unfortunately, for the most part tonneau cover side rails are not interchangeable meaning the Replacement Side Rails for Retrax XR Series Hard Tonneau Covers # RTX39FR would most likely not work with your existing tonneau cover.
Likely, you'd need to purchase a new tonneau that has the integrated t slot in the side rails like the Pace Edwards UltraGroove Metal Retractable Hard Tonneau Cover # 311-KMFA18A44, then you'd be able to use the EL200 Ladder Rack for Pace Edwards UltraGroove Tonneau Covers # 311-ELF0301; Which would allow you to use your tonneau cover simultaneously while having a fully functioning bed ladder rack.
