Question:
I have a 1990 chevy 1500, 2wd extended cab that we just put a 10in step bumper on. My question is there a difference between a 8ft bed and short bed mounting holes, is the the right bumper or do you have another suggestion?

In regards to the Curt Trailer Hitch Receiver part # C15317 which is a fit for a 1990 Chevrolet C/K Series Pickup with 10" Deep Bumper, the installation will be the same for both short 6.5' and long 8' beds. There will be no difference between the two bed sizes in regards to the frame attachment holes.
Please note, the hitch is designed to be used with an OEM style 10" deep bumper.
