What hitch can I put on a 2021 Chevy Silverado 1500 with some sort of cross member under the bumper?

The support or cross member you're seeing under the bumper is just there for support when you're towing from the bumper, so it won't interfere with the installation of an aftermarket hitch. The hitch I recommend using is the Curt # C13393, which will give you a 2 inch receiver for towing or carrying accessories.

To add wiring for towing a trailer, I recommend using the Curt T-Connector Vehicle Wiring Harness for Factory Tow Package - 7-Way and 4-Pole Flat Connectors # C55774 since it will plug right into the US car connector at the back of your vehicle. This will give you both 4 way and 7 way receptacles to allow you to tow trailers with and without brakes.
