Question:
Will this securely hold a 3” wide tire? Like a youth dirtbike? Or is there an available e-track chock that is not as wide?

The CargoSmart Motorcycle Wheel Chock for E-Track or X-Track Systems # 3481731 that you referenced was designed to fit tires up to 7 inches in width but it will work with a bike that has a 3 inch wide tire assuming it's tied down properly.
