Your 2014 Honda Civic is dolly-towable just not flat-towable. Per BlueOx and Roadmaster they do not make parts for the civic due to it not being flat-towable.
You can use the Demco Kar Kaddy SS Tow Dolly with Disc Brakes - Foldable - 4,800 lbs # DM9713045 to pull your car and keep it safe and legal. The dolly has brake lights and running lights.
