That's a good question and the only difference between the two Roadmaster base plate kits that fit your 2021 Jeep Wrangler Unlimited are the style of Roadmaster tow bar that connects to them. The Roadmaster Crossbar-Style Base Plate Kit # RM-521453-4 allows you to utilize a Roadmaster crossbar-style tow bar, while the Roadmaster Direct-Connect Base Plate Kit # RM-521453-5 won't allow the use of a tow bar with a crossbar.

The direct-connect base plates are also easier to use a tow bar with because the tow bar will simply insert into the arms of the base plates, as opposed to the more time-consuming crossbar. The crossbar doesn't actually add any benefit, so I highly recommend going with the direct-connect base plates:
