Does this come with the bottom part that is out side the box that helps secure it? My piece snapped in half where it connect the 2 pieces.

The piece you're speaking of is what Thule refers to as an AcuTight cradle. It isn't included with the # TH94JV fast grip clamp, but is available separately as part # TH8523387001.
