I confirmed with Swagman that the Chinook Bike Rack # S64683 is manufactured/assembled in Taiwan. If you are looking for a platform hitch bike rack that is manufactured and assembled in the U.S., I recommend the Saris Freedom Bike Rack for 2 Bikes - 1-1/4" and 2" Hitches # SA4412B or the # SA4412B-FB (with the additional fat bike cradles - up to 5" tires). The Freedom has a 60-pound bike capacity and includes sliding wheel trays let you carry bikes with different wheelbases. Also, the Freedom will fit your factory hitch on your 2017 Honda Ridgeline.
