Is this the correct mounting kit for a 2021 Chevy 2500hd double cab? If so why in the picture theres an odd number of brackets?

Unfortunately, the Westin Replacement Hardware for HDX Nerf Bars 56-1372PK are only designed to fit Westin HDX Nerf Bars with Drop Steps - Textured Black # 56-13725, which will not fit your 2021 Chevrolet Silverado 2500hd (double cab). Replacement hardware for nerf bars are designed for specific models of nerf bars for specific years/makes/models. The # 56-13725 is only designed to fit 2007-2017 Chevy Silverados and GMC Sierras. As far as the odd number of brackets, the mounting hardware is customized to fit certain vehicles, and some vehicles require a different number of brackets.

With that being said, Westin does make the same style of nerf bars for your vehicle. That is the Westin HDX Nerf Bars with Drop Steps # W64RV. These nerf bars come with all mounting brackets required for installation. If you need just the mounting brackets for # W64RV, you need the Replacement Installation Hardware Kit for Westin HDX Drop Step Wheel-to-Wheel Nerf Bars # W35QD.
