My camper sits at about 24 inches on flat level ground, so in a perfect world they should work. Problem is, it is not a perfect world and many sites are not level which could easily put me past the 28 inches. Is there another height option? If not would these work by putting, say, 4x6 blocks under them?

The Valterra Folding Manual Stabilizer for Trailers and RVs # 020106 only comes with the 27" legs and 14" to 28" clearance range. Since the stabilizers are only intended to help reduce bouncing and swaying in your parked camper, placing blocks underneath them should not pose a problem.
I recommend using leveling blocks like the Ultra-Fab Leveling Blocks for Trailers and RVs - 8-1/4" Wide x 8-1/4" Long - Qty 4 # UF48-979050. These blocks are stackable which will allow you to adjust to different heights depending on what you need. They are made of a durable plastic so they won't break down or rot and have a weight capacity of 30,000 lbs.
