Is the Velcro Cover Available to Purchase Individually from the Replacement Tube Pad # 8537418?

Question:
Can you get the Velcro wrapped cover without the pads? My pads are in great shape, but the Velcro covers age and wear out. For two racks, this gets expensive.

I have an answer for you. Unfortunately, I confirmed with Thule that the Velcro cover from the Replacement Top Tube Pad for Thule Hull-A-Port PRO Kayak Carrier # 8537418 cannot be purchased separately from the foam tube.
