How does this install? I can't seem to get the nut on the bolt. bolt seems too short?

In order to install the Carr Custom-Fit Side Steps - Hoop II # CARR102521, you may need to use pliers or vice grips to squeeze the bracket enough to get the nut started on the bolt, then torque down accordingly. This info was given directly from the manufacturer in regard to the installation issue you are having.
