Will the S64694 work with a Jeep Wrangler JK 2018. Can you access the back with the bikes attached?

I believe you are referring to the Swagman Current Bike Rack for 2 Electric Bikes - 1-1/4" and 2" Hitches # S64678, which is compatible with the Fat Tire Kit # S64694 you referenced. This bike rack would very likely get in the way of your rear tailgate door that swings open so I don't recommend trying to open it with this rack attached. Another thing to keep in mind is that if you have a spare tire on the back you will want to measure from the hitch pin hole to the rearmost part of the tire (see photo). If this distance is less than 12-3/4" then the rack will clear the spare tire.
In order to gain clearance to your rear cargo area with the bike rack installed, you will need to add a swing away adapter like Kuat Pivot 2 Swing Away Hitch Extender for Bike Racks - 2" Hitches - Driver's Side # PVD20B. This will allow the bike rack to swing to the driver's side of the vehicle and then you can open your rear cargo door. Keep in mind, the downside to an adapter like this is the fact that it reduces your trailer hitch receiver's capacity by 50%.
