Will it allow the rear hatch door to swing open when the rack is tilted down? Will childrens bike fit on this rack?

For a 4-bike rack that you can tilt with the bikes still loaded, take a look at the Inno Tire Hold # INH142. This rack tilts down so that you might can open the rear hatch and keep the bikes loaded. It would depend on how much the bikes interfere with the hatch and the design of your hatch. I have linked a video review of this rack for you.
For a hanging style rack that would for sure give you access to your hatch, take a look at he Yakima FullSwing # Y02465. It swings away from the vehicle and off to the side with up to 4 bikes loaded. I also added a video for this rack.
A childrens' bike would fit on the Inno rack if it has 20" wheels or larger. A child's bike would fit on the Yakima. However, if it is a very small bike frame like 18 inches or less, you would need a bike adapter bar like # TH982XT. I have linked a video showing how the adapter works. The arms are close together on this rack but you still may need to use the adapter bar to carry the children's bikes or any bikes that do not have a top frame tube that goes straight across.
