Can Electric Over Hydraulic Actuator be Submerged when Launching Boat

Question:
My trailer tongue goes in to the water when launching my boat. That means the EOH controller will also be subjected to water. The instructions say do not submerge. Any thoughts to this?

I would not recommend submerging the actuator of the HydraStar Marine Electric Over Hydraulic Actuator w/ Breakaway and 7-Way RV Harness # HS381-9065. Is there anyway you could lower the boat on the bunks maybe so that it would launch with less of the trailer in the water?
