The Roadmaster Tow Dolly with Electric Brakes - 4,250 lbs # RM-2050-1 you were looking at does not come assembled that way it can better fit in a box to be shipped to you.

The included instructions do a great job of going over how to assemble the tow dolly, but if you are not comfortable doing this kind of work a local automotive repair shop or trailer shop would be able to assemble it for you.
