I would be happy to help!
It sounds like your Thule Vertex 4-Bike Rack TH9029XT is missing either the hitch bolt, or the 2" adapter to have it fit your 2" receiver.
If you are needing the hitch bolt I recommend Thule Snug Tite Hitch Lock and Anti-Rattle Device # THSTL2 as it is a confirmed fit for your bike rack, and will not only keep your bike rack from rattling in your trailer hitch receiver, but also includes a lock to keep it secured to your hitch.
If you are needing the 2" adapter to allow the bike rack to work in your vehicles 2" receiver then you will need the Replacement 2" Hitch Adapter # 853-7489. This will get installed on to the shank of your rack and allows it to fit a 2" trailer hitch receiver.
I included videos of the products mentioned for you to take a look at.
