Question:
My 2021 Tiguan SE does not have the holes or the bolts to attach the hitch receiver to. Not sure what can be done to install the hitch without that.

Your 2021 Tiguan SE should have holes in the side frame, it is the weldnuts that have been reported missing on some models. I recommend completely avoiding this with the Stealth Hitches Hidden Rack Receiver - Custom Fit - 2" # SH49ZR. This custom fit hitch uses a different installation process so the lack of weldnuts will not be an issue. The Stealth Hitch replaces the factory reinforcement beam on the back of your vehicle.
The hitch has a tongue weight of 350 lbs and is only for hitch mounted accessories. If you need to do some towing you will have to also purchase the Stealth Hitches towing kit # SH82VR which would allow you to tow up to 3,500 lbs.
If you want to use 1-1/4" accessories with the hitch, I recommend the Curt Trailer Hitch Receiver Adapter - 2" (Class III) to 1-1/4" - 4" Long # C45770.
I have attached the hitch installation instructions as well as a review of the adapter for your reference.
