Yes, I checked with Thule and the Thule OutWay 3 Bike Carrier # TH56BV that you referenced is a confirmed fit for you 2013 Jeep Compass.
If you will be carrying any bikes that do not have a top frame tube that goes straight across (like a typical men's bike) I recommend using an adapter bar, # TH982XT, to carry those bikes more level and provide better ground clearance. I have linked a video showing how the adapter works.
