Is the finish smooth black or granite?

The RC Manufacturing T-Series Trailer Tongue Tool Box part # 350980 has a black powder coated finish. Powder coated finishes are usually not as smooth as painted finishes. They are however much more durable than paint. If the tool box was painted it would chip easily and reveal the metal underneath which would eventually rust.
