How can I mount this rack if all I have are the roof mounted tracks ...no rails or cross bars

To mount the Thule Roof Mounted Cargo Basket, item # TH859XT, on the T-Tracks that are on your 1997 Toyota 4Runner you will need to add a roof rack system that includes crossbars.
You will need these parts for the Yakima roof rack: # Y00425, # Y53TR, # Y00221
Once you have the cross bars installed the roof mounted cargo basket will mount to the crossbars.
