Id like to replace my 13inch pontoon boat trailer tires/wheels with a 10inch tire/wheel. My 13inch rims have a 3-1/4inch center hole. Will a 10inch rim with a 2-3/4inch hole fit on this hub?

It is possible that the Steel Trailer Wheel - 10" x 6" Rim - 5 on 4-1/2 - Galvanized Finish # AM20048 you were looking at will work to replace your existing 13" wheels on your Pontoon Boat Trailer, but you will need to measure the diameter of the hub that sticks through the pilot hole.
As long as this portion of your hub measures 2.80" or less you will be able to use the # AM20048 without any issues.
For tires I recommend the Loadstar K399 Bias Trailer Tire - 205/65-10 - Load Range C # AM1HP52 which have a 1100lb load rating 50 PSI, and measure 8.3" wide x 20.5" tall.
