I'd recommend using Redline bolt-on fender brackets, part # PF1135-BKT-2. The brackets will mount as shown in the provided photo using U-bolts that are sold separately. The U-bolts needed will depend on the height and width of your trailer frame. You'll want to go this route rather than using L-brackets as L-brackets wouldn't provide enough support to allow the fender to be stepped on.
