Are Keys Included with the Thule OutWay 2?

This says it locks but then a key set is listed as an accessory to purchase, are those extra keys or do you have to buy keys separately?

The Thule OutWay - 2 Bike Carrier # TH45JV comes with two keys for the integrated locks. I went ahead and attached a screenshot from the instruction manual that shows all the components.
The reason why the Thule One-Key System Lock Cylinders # TH450400 appear as an additional accessory is because other Thule accessories (crossbars, towers, roof racks, snow equipment racks, cargo boxes) have the option for using the cylinders as extra security measures.
